Blender halts when permission denied

When blender encounters a file it cannot write to, it throws an exception and exits. Expected behavior is to output a message and continue blending other files.
Some version control systems will leave files in your working copy as read-only unless you have them checked out. If you're blending files and haven't checked out a specific output file because you have no updates for it, but may be forcing a blend due to file timestamp oddness, then a permission denied is a non-event. Having to use sudo as a workaround is undesirable.
$blend --force
