After 1.0, we should add support for @namespace. These have to appear right after @charset and @import statements. We'll need to pull out any @namespace declarations in source CSS files, probably strip duplicates, and place appropriately in the output.

We'll need to either warn or rewrite any conflicts of namespaces.
